Be a member of the Philippine Bar in good standing, with clearances from the Office of the Bar Confidant (OBC) and the Integrated Bar of the Philippines (IBP)

Be compliant with Mandatory Continuing Legal Education (MCLE) and Unified Legal Aid Service (ULAS) requirements

Have been a resident of the Philippines for at least one (1) year

Maintain a regular place of work or business anywhere in the Philippines

Complete the Twala Academy training

This isn't optional groundwork — the Supreme Court requires proof that you've completed training on an accredited ENF before it will commission you.

Once you finish, download your certificate of completion. You'll submit this directly as part of your Supreme Court application in Step 2, and again later when applying for your Twala ENP account.

Apply for your ENP Commission with the Supreme Court

Your Electronic Notarial Commission is issued by the Supreme Court's Electronic Notary Administrator (ENA), not by Twala. The process is:

A. Register an account on the Philippine Judiciary Platform (PJP).
B. Submit your application together with the required documents, which typically include:
‍
- A recent passport-sized photo (taken within 30 days of filing)
- Proof of payment of the application fee (JePS payment receipt)
- Certificate of good standing / clearances from the IBP and OBC
- Proof of compliance with MCLE and ULASProfessional Tax Receipt (PTR)
- Your Twala Academy certificate of completion, as proof of training on an accredited ENF

C. Attend a virtual summary hearing conducted by the ENA to complete your application.
D. Undergo a virtual oath-taking administered by the ENA.
E. If approved, the Supreme Court will issue your Electronic Notarial Commission, valid for a two-year term.

Note: the virtual oath-taking step reflects current ENA practice; it isn't spelled out as a separately named step in the published Rules text (which describes the Virtual Summary Hearing), so it's worth a quick confirmation with the ENA/OBC before this goes live.

Once your SC Electronic Notarial Commission has been granted, create your Twala account here and complete identity verification.

Apply as an ENP within Twala

Submit your Twala ENP application and upload the same supporting documents you submitted to the Supreme Court, plus your commission itself:

- IBP ID / OR
- MCLE Certificate of Compliance
- Proof of ULAS compliance

Your application will be reviewed by the Twala team. This step confirms that your SC commission is valid and current before you're authorized to notarize on the platform.

Start conducting e-notarization

Once your Twala ENP account is approved, you're ready to perform electronic notarial acts — acknowledgments, oaths/affirmations, jurats, and signature witnessing — through Twala Notary.

After approval: set up your e-signature and payout details

Before your first e-notarization, complete two more setup steps in your Twala account:

1. Configure the e-signature you'll use to sign and seal notarized documents through Twala Notary.

2. Set up your payout details
Provide the account where Twala will deposit your e-notarization fees:

- Account name
- Account number
- Name of bank or e-wallet
- Preferred payout frequency

Once both are set up, you're fully ready to start accepting and completing e-notarization requests.

Frequently Asked Questions

How much does the ENP application cost?

The Supreme Court sets and periodically updates the application fee, payable through the Judiciary ePayment System (JePS). Check the current fee schedule on the Supreme Court's eNotary Services page before you file.

How long does the process take?

The Supreme Court has not published a fixed processing time, since it depends on the volume of applications and the scheduling of virtual summary hearings.

Budget for several weeks between filing your SC application and receiving your commission, and plan your Twala account application after that.

How long is the ENP commission valid?

An Electronic Notarial Commission is valid for a two-year term.

Do I need to renew it?

Yes. You must file for renewal at least 30 days before your commission expires.

Renewal is done through an electronic application to the ENA, and generally requires:

- The ENF(s) you use to perform electronic notarial acts
- Your current contact details and address
- Proof of payment of the renewal fee and current professional tax
- A written undertaking to comply with the Rules and the Electronic Notarization Data Sharing requirements
- A copy of your existing Electronic Notarial Commission
- Proof that you remain a member of the Bar in good standing, with current OBC/IBP clearances and MCLE/ULAS compliance

Failure to renew on time results in automatic removal from the Directory of ENPs, which will block your access to Twala and other accredited ENFs.

Do I need a subscription to notarize on Twala?

No. You only need to buy e-notary credits to start notarizing — there's no subscription requirement. A subscription (Professional, Business, or Premium Business/Enterprise) is only needed if you want additional capabilities like the Document Management System, Contract Lifecycle Management, AI tools, or the ability to add team members.

What's the difference between e-notary credits and a subscription plan?

Credits are what you spend to notarize documents (1 credit = 1 notarized document) and can be bought as needed. A subscription plan is optional and unlocks a broader set of Twala features beyond notarization — each plan also comes with its own credit allotment.

What is the Twala Notary Early Access Program?

It's a one-time offer that upgrades you to the Business plan (₱36,000/year value) with an extra user seat, 1M AI tokens, unlimited envelope signing, and enrollment in the Twala Partners Network Program — for a ₱5,000 fee that already includes 150 notary credits (₱10,000 value).

What happens after my free year with the Early Access Program ends?

The Business plan upgrade is valid for 1 year. If you don't subscribe to a paid plan afterward, your account reverts to the ENP Starter plan. You lose access to the bundled Business plan features, but you can keep performing e-notarization as long as you still have notary credits — and you can always buy more.

How much can I earn from referring a customer?

Your commission is a percentage of your referred customer's *annual subscription fee, net of taxes*, for as long as they keep renewing (up to 5 years).

For example, if you refer a company that signs a ₱300,000/year subscription (net of taxes):
